Shirley Sagawa (Chevy Chase, MD) has been central to every piece of major national service legislation in the last two decades and remains an one of the most influential leaders on the topic today. As a fellow at the Washington think tank Center for American Progress (http://www.americanprogress.org/), Shirley developed a policy agenda that formed the basis for the Kennedy Serve America Act.  She served as head of the Obama Corporation for National Service Transition Team and continues to advise policymakers regarding national service policy.  She also consults and advises numerous nonprofits on volunteering and service and as a staff member of the White House during the Clinton Administration, Shirley wrote the AmeriCorps legislation and served as and the first Managing Director of the agency that administers the program, the Corporation for National and Community Service. Sagawa has been called "a founding mother of the modern service movement," was named a "Woman to Watch in the 21st Century" by Newsweek and is an author of three books.
